Preparation of City Development Plan

 

The Government of Meghalaya faces unique challenges of urbanization taking place in the state to provide adequate infrastructure facilities to support the rapid urban growth as well as enhance the economic potential of the urban areas in the capital city of Shillong and other urban centers in other parts of Meghalaya. Demand for infrastructure has been increasing over the years as a result of overall economic growth, higher level of education and general improvement in the standard of living. Shillong is one of the cities identified under JNNURM. The purpose of the study was to draw up a City Development Plan (CDP) for Shillong. The CDP aims at establishing a creative dialogue between Govt. Departments, Citizens and identify the priority activities to be undertaken to improve service provision/ management of the city in the future. The critical element of the CDP is to formulate a shared vision for the City outlining

 

  • Development objectives and long term environmental, social, economic infrastructure, cultural and health goals and Programme of institutional and policy priorities and a definition of sectoral and intersectoral goals and development strategies.

Analysis, Strategies and Operating Plan

 

The assignment involved preparation of Vision Statement and CDP for the city of Shillong, covering development strategy and action plan on all aspects involving urban infrastructure, urban governance and provision of basic services to urban poor. The CDP therefore attempted to address deficiencies and deficits, potentials and promises. Taking a holistic view of the city’s past and present, in the context of social, physical, infrastructural and economic environment; the CDP is both a perspective and a vision for the future development of the city. Based on a thorough assessment of current stage of the city, development and interaction with different stake holders namely government agencies, parastatal agencies, NGOs, Residential Welfare Associations and participation of different weaker sections of the communities, CDP provided a logical and consistent frame work to identify thrust areas, selecting best strategies, interventions, action plans and investment decisions to attain the envisaged vision for the city.
