Technical Assistance For Implementation Of State Partnership Programme

 

The proposed programme, Initiative for State Partnership Programme (SPP), India, to be implemented over a 6-year period, forms part of the European Union strategy to support development in India. This programme, which supports the water sector reform, will contribute to achieving an efficient and sustainable water resources management and an equitable, reliable water supply.

The SPP covers the whole State of Rajasthan, focussing on at least 10 Districts and 25 to 50 Blocks. Selection criteria for Districts, based primarily on poverty and water-related indicators combining governance and community initiative criteria, will be determined at the beginning of the programme.

Expertise, Advice and Assistance

 

Programme Implementation Plan, describing the activities of the 6-year programme that will serve as a reference for programme component implementation.

 

  • an assessment of the existing situation on institutional set up, water policy, training, and M&E with improvement proposals
  • implementation strategies, on the basis of the assessments, with clear targets, precise measures, staffing, time frame, necessary budget and means of progress monitoring. Programme planning and development will be in compliance with the IWRM approach.
  • consultations and workshops, under the responsibility of the Water Resources & Planning Department,
  • training and capacity building that will involve institutional, strategic and technical aspects, organisational aspects and the empowerment of user organisations.
  • a reliable M&E system, providing data to allow a coherent and efficient decision-making process implemented and progress monitored in water management.
