Preparation of City Development Plan
The state of Arunachal Pradesh is located in the extreme north-eastern corner of India. The state has nearly 70% of its population from Scheduled Tribes that traditionally have had a low command over their resources and this gets reflected in the present condition of infrastructure provision in the state. With the development of Arunachal Pradesh, the Capital Region, Itanagar, has little control on its urban expansion, creating pressures on the municipal infrastructure. The city as a whole needs renewal measures on an urgent basis. It faces problems related to infrastructural deficits, improper road surfaces/ alignment /networks, lack of sewerage network and poor drainage facilities. Hilly terrain necessitates erosion and flood control measures as an important component of urban renewal. There is an urgent need for urban renewal and infrastructure provision calling for a huge amount of investment by the urban local bodies.
The Jawaharlal Nehru National Urban Renewal Mission (JNNURM), is a national level initiative that enables both the State Governments and the ULBs towards providing investment support in the sectors of urban infrastructure as well as urban reform. Itanagar is one of the cities selected under JNNURM. The exercise of preparation of CDP has been undertaken as a first step to apply for grant assistance under the programme. The CDP aims at establishing a creative dialogue between Govt. Departments, Citizens and identify the priority activities to be undertaken to improve service provision/ management of the city in the future.
