6-laning of Jaipur Kishangarh NH-8

Consultancy Service for NH-8

 

The Project consisted in widening the existing 2-lane divided carriageway to a 6-lane facility, including the rehabilitation of the existing 2-lane section, from km 273.500 to km. 363.885 on the Jaipur-Kishangarh section of National Highway No 8 on a Build, Operate and Transfert (BOT) basis.

The project is divided into three stages (Design, Construction and Operation & Maintenance):

  • The design and construction stages were carried out in 3.5 years by a Concessionaire (GVK Jaipur-Kishangarh Expressway Private Limited) and the guarantee period will last 20 years.
  • A completion certificate was issued on 20 October 2005 at the end of the Design Review and Construction Supervision stages.
  • The supervision of the Maintenance and Operation stage ended in September 2006.

The salient features of the project are as follows:

- total length: 90.385 km,

- configuration: 2x3-lanes,

- 3 major bridges, 13 minor bridges, 72 culverts,

- 4 interchanges,

- 10 laybys, 44 bus bays

Design, Supervision, Operation and Maintenance

 

The services provided by the team assigned to the project acting as "Independent Engineer" on behalf of the National Highways Authority of India are as follows:

DESIGN STAGE

  • Reviewing the project report prepared by the Concessionaire, with respect to earthworks studies, pavements and structures, traffic, toll management, traffic management, etc.
  • Reviewing the project's Engineering, Design, Procurement and Construction implementation schedule submitted by the Concessionaire.
  • Reviewing the Planning and Design of way-side amenities, toll plazas, toll collection system, communication facilities, emergency relief arrangements, traffic operation and safety arrangements.
  • Reviewing all project contracts including Detailed Engineering and Design Consultancy Contract, Construction Supervision Consultancy Contract, Works Contracts, O & M Contract and Tolling contract, made by the Concessionaire.

CONSTRUCTION STAGE:

  • Supervising the works on a sample basis, approving the materials and workmanship of the works; managing the works contracts and ensuring that the Contractual Clauses, whether related to quality or quantities of works, are respected.
  • Reviewing the material testing results and cement and asphalt concrete designs, ordering special tests of materials and/or completed works, and/or ordering removal and substitution of substandard materials and/or works as required.
  • Reviewing quality assurance and quality control during the construction period.
  • Ensuring that the construction work is carried out in accordance with the technical

Specifications.

  • Determining any extension of the Project Completion Schedule and the Concession period, to which the Concessionaire is entitled and notifying the NHAI accordingly.
  • Mediating and assisting in resolving disputes between NHAI and the Concessionaire during the construction stage.
  • Assisting NHAI in arriving at any cost variation and its impact on the Concession Agreement.
  • Evolving MIS and providing it to the NHAI
  • Issuing the Completion Certificate after checking the results of prescribed tests.
  • Issuing the Provisional Certificate duly appended with a list of outstanding items (Punch List) established after joint inspection with the Concessionaire, if the Concessionaire so requests.

OPERATION AND MAINTENANCE STAGE:

Supervision of all maintenance activities including cleaning, replacement of equipment/consumables, roadside facilities, horticultural maintenance and repairs to equipment, pavements, bridges, structures and other civil works.
