Consultancy Services for Preparation of Access Plans
Delhi International Airport Limited (DIAL) is a Public Private Partnership Initiative that has been awarded the mandate for modernisation and restructuring of the Indira Gandhi International Airport in New Delhi. The mandate of the DIAL is to finance, design, build, operate and maintain the airport for a period of 30 years till 2036 with a further option to extend it by 30 years.
The project envisages the construction of a new integrated passenger terminal complex. In its first phase (Terminal-3) was expected able to handle 37 million passengers per annum till 2016. This phase would be aimed to be completed by 2010, before the Commonwealth Games of Delhi start.
Larsen and Toubro Ltd., EPC (Engineering, Procurement and Construction) contractor for the construction of the Terminal-3, Phase-1, of the Indira Gandhi International Airport, has awarded the “Consultancy and detailed design works related to ground access to Terminal-3 at Delhi International Airport” to Egis India Consulting Engineers Pvt. Ltd.
The project involves study of five of the major components for the landside of the Terminal-3 of the Indira Gandhi International Airport as follows:
- Traffic engineering,
- Circulation plans,
- Highway design,
- Parking design and
- Airside works.
Egis Bceom International was agreed enter into sub-consultancy agreement and was agreed to form an “Association” with Egis India Consulting Engineers Pvt. Ltd. on this project.
Preliminary study
Egis Bceom International has to assist Egis India to complete all its tasks and more precisely:
1. Preliminary study :
Collection of reports (connection with public transportation, private and VVIP vehicles…)· Review of analysis of the traffic reports (inside and around the airport area) Analysis of the interaction between the different functional areas of the airport Preliminary audit on the traffic circulation, pedestrian circulation and parking plan Preliminary conceptualizing the study methodology Review of the existing assumptions/proposed principles, proposal of additional assumptions if needed.
2. Ground work :
Conceptualizing the study methodology and guiding the local team in implementing the study methodology Auditing the prepared master plan, circulation plan and parking plan Benchmarking the above in terms of international best practises Developing along with Egis India improvements of the above mentioned plans Presentation to Larsen and Toubro and eventually to the Concessionaire
3. Reviewing of outputs of local staff
The expected outcomes are:
A review report send in a draft from before the mission to India, insisting on the main issues to be looked at during the mission, highlighting topics for discussion with the client, and listing inputs required from the Client/the local Egis team for the mission to be fruitful
