Preparatory Studies for Package 3 (Phase I)

Project Preparatory Studies for Package - III (Phase - I)

 

The Government of India has applied for a loan from the International Bank for Reconstruction and Development towards the cost of the Punjab State Road Sector Project, and intends to apply a portion of this loan to eligible payments under the Project Preparatory Studies for package-III (Phase-I). The services to be undertaken in this package have been divided into 2 parts, the objectives of which include the following:

 

The total length of all four corridors is approximately 144km. The assignment basically comprises:

Kharar to Tepla: there are 1 major bridge at km 6+044 (5 x 13.5m), 7 minor bridges, 34 slab culverts and 15 pipe culverts in this package.

NH-1 to Patiala: there are 1 minor bridge, 21 slab culverts and 21 pipe culverts in this package.

Ludiana to Malerkotla: there are 4 minor bridges, 32 slab culverts and 14 pipe culverts in this package.

Phillaur to Nagar: There are 2 slab culverts and 1 pipe culvert in this package. Type of pavement: flexible, type of soil/topography: clay of low and intermediate plasticity/plain terrain, safety audits: carried out before and after designs.

 

PART A: Detailed Project Report Stage

 

· To prepare the preliminary engineering design, environmental and Social Action Plan for 144km (54km of 4 lanes, 90km of 2 lanes) of flexible pavement.

· To prepare the detailed engineering design for appraisal packages.

 

PART B: Construction Supervision Stage

 

To ensure that high quality construction is achieved and all works are carried out in full compliance with the engineering design, technical specifications and other contract documents within the stipulated time.

 

· To demonstrate the efficacy of contract supervision by independent external agencies experienced in the field of work.

Detail Project Report & Supervision

 

 

BCEOM in Joint Venture with ARVEE was awarded the contract for:

 

DPR Stage:

 

· data collation and review and finalization of the work plan,

· review and finalization of design standards,

· preparation of the preliminary engineering designs,

· environmental and social assessment,

· pavement investigations,

· road safety review/audit,

· pavement design,

· road safety measures, traffic control and other facilities design,

· preparation of technical specifications and construction plans,

· preparation of the environmental assessment and EMAP,

· preparation of the social assessment and RAP,

· contract documentation,

· calculation of quantities and preparation of BOQ,

· contract packaging,

· preparation of final contract documents.

 

Construction Supervision Stage:

 

- reviewing contract documents and preparing the formal contract agreement,

- construction supervision for proper implementation of the project within the time schedule,

- review of bituminous mix designs,

- at commencement of works, approval of the contractor's work program, resource level and safety precautions, handing over of the site, setting-up of supervisory and quality control systems,

- quality control and certification of interim payments, preparation of monthly progress reports,

- preparation of variation orders,

- preparation of as-built drawings,

- preparation of contract completion reports,

- certifying payments in respect of quality and quantity,

ensuring project planning, monitoring, reporting and financial management.
