Independent Consultancy for South & East-West Corridors (NHDP – Phase II)

 

 

As part of the National Highway Development Programme (NHDP), the National Highway Authority of India provides financing for the supervision of widening works on highways located in the States of Tamil Nadu and Andhra Pradesh. The scope of work involves strengthening of the existing 2-lane carriageway and widening to 4/6 lanes.

 

This specific project relates to supervision consultancy for “Independent Consultancy Services for 4/6 laning of 15 projects on North – South & East-West Corridors (NHDP – Phase II) in the States of Tamil Nadu, Andhra Pradesh, Karnataka, Kerala and Uttar Pradesh on BOT basis, Package No. NS2 / IC / TN-4”.

Design Review, Supervision, O & M

 

The Consultant is responsible for the following tasks:

 

Design Review Stage

 

  • Review the adequacy of the geotechnical and sub-soil investigations.
  • Review the Project report prepared by the Concessionaire, with respect to the traffic, toll management (only for BOT Projects), traffic management, etc.
  • Review the implementation schedule of engineering, design, procurement and construction of the project submitted by the concessionaire.
  • Review all Project contracts including Detailed Engineering and Design Consultancy Contract, Construction Supervision Consultancy contract , any other EPC contract, O&M Contract and Tolling contract (only for BOT Projects), made by the Concessionaire.
  • Review Quality Management, Safety Management ,Enverionemental Management during Construction and Operation and Maintenance phases.
  • To mediate and assist in resolving disputes between NHAI and Concessionaire.

 

Construction Stage

 

  • Supervise the works on a day-to-day basis and to approve the materials and workmanship of the works.
  • To administer the works contracts and ensure that the Contractual Clauses, whether related to quality or quantities of works
  • Review the material testing results and Mix Designs and to order special tests of materials and/or completed works, and/or order removal and substitution of substandard materials and/or works as required.
  • Review quality assurance and quality control during Construction period.
  • Identify Construction delays and recommend to the NHAI the remedial measures to expedite the progress.
  • Determine any extension of the Project Completion Schedule and the Concession period, to which the Concessionaire is entitled and shall notify the NHAI accordingly.
  • Assist the NHAI in arriving at any cost variation and its impact on Concession Agreement.
  • Issue Provisional Certificate duly appended with a list of outstanding items (punch list, as defined in the Concession Agreement) established after joint inspection with the Concessionaire, if the Concessionaire requests for it, after approval of NHAI.

 

Operations and Maintenance Stage

 

  • Review work plan and schedules of various operation and maintenance activities.
  • Review Operation and Maintenance manual prepared by the Concessionaire.
  • Review the performance of Operation and Maintenance (O&M) activities including equipment, service, traffic operation and safety, toll plazas and fees collection system (only for BOT Projects), landscaping, environmental issues and way side amenities.
  • To mediate and assist in resolving disputes between NHAI and Concessionaire during O&M stage.
  • Initiate necessary action to undertake maintenance obligations of the Concessionaire at ris k and cost of the Concessionaire in the event of his failure to carry out O&M.
  • Undertake audit of the traffic using the Project Highway at least once a month.
  • Review and inspect the Project Highway at least once a month during the O&M period and issue an Inspection Report of such inspections.
  • Review the accident record on the Project Highway and suggest remedial measures.
