Train and Build Capacity of the ULBs

 

The broad objective is to train and build capacity of the ULBs through focussed scheduled training and exposure visits for ULB staff and elected representatives in order to improve the vision of ULBs that seek to achieve substantial improvement in performance levels for service provision to its citizens. The project is funded by JICA (Japan International Cooperation Agency) Main Objectives of the Project are-

 

  • Review the current job descriptions for all positions
  • In view of the job descriptions, identify those sills/competencies that are lacking and assess the training needs of all staff in the ULBs through undertaking a gap analysis between current skills and required skills
  • Prepare a detailed training plan for implementation over the next 12 months covering ULB staff, RWAs and elected representatives of the councils
  • Impart training for enhancing the capacity of ULB staff through interactive sessions & exposure visits to locations demonstrating ‘best practices’Coordinate inputs of trainers/ sector experts and all related logistics

Job Analysis, Review and Training

 

The broad scope of the proposed training and capacity building program would include the following-

  • Analyze and identify necessary changes to those job descriptions in light of the current tasks & likely changes in the functions to be carried out by staff at all levels in the ULBs.
  • Make job responsibility specific categorization of personnel.
  • Examine functional responsibilities of each department. Assess the role perception of the municipal councilors and their awareness about important and relevant provisions of constitution, municipal laws, rules, etc.
  • Enumerate the tasks to be performed at each level and prepare a 'job description document'.
  • Review the inputs provided in the RAP document, and carry out a detailed Training Need Assessment exercise, benchmarking the level of skills and competence of the ULB personnel to perform efficiently; identify and focus the areas of training for skill enhancement;
  • On the basis of the analysis in tasks (v) above, prepare a detailed training plan to be implemented over the next one and half years for i) each category of officers/ staff, ii) for the council level functionaries and iii) for members of the RWA/Ward Committees; obtain approval of the training plan from ULB/PIA/PMC.
  • Examine training delivery capabilities and capacity of ULB in terms of physical assets & facilities available.
  • Prioritize delivery of training for the ULB staff as per the theme of training keeping in mind the present as well as future requirements and needs of the city.
  • Prepare theme based modules & course materials for the training programs and obtain approval of the same from the PMC prior to the commencement of first batch of each training course.
  • Identify and select resource persons with relevant experience and expertise for each theme course/program and implement training as per plan though interactive sessions, hands-on-training & exposure visits to locations demonstrating 'best practices'.
  • Design a format for objective evaluation of staff performance in pre and post training/exposure visit sessions.
  • Conducting pre training evaluation so as to verify training objectives match with the participants' training needs; carry out post training evaluation by the participants to assess the quality of training program.

Make precise assessment of the training and re-training needed for enhancing the capacity of ULB in terms of service delivery and management of work force.
